1. Measure the room

Measure the longest usable length. Measure the usable width. Note any low ceiling, boxed-in area, chimney breast, stair bulkhead, boiler cupboard, or fixed obstruction. Work out the usable floor area in square metres. Check whether a standard bed and safe access route can reasonably fit. Take photos with the tape measure visible.

Estate-agent listing or developer listing. Floorplan showing room labels and dimensions. Sales brochure or archived listing if available. Planning drawings or building-control records if available. Current Council Tax band and band effective date if known. Sold-price evidence for the property and nearby similar homes.

3. Compare nearby homes

Find 2-bed, 3-bed, and 4-bed examples nearby where possible. Compare homes of the same design or estate layout. Record Council Tax bands for comparable homes. Record sold prices around the relevant period where useful. Note whether similar houses share the same small-room layout.

4. Keep the wording careful

Use "may indicate", "appears inconsistent", and "for review". Avoid claiming fraud, overcharging, lying, or a guaranteed refund. Ask whether the property is more comparable to a lower-band home once the smallest room is measured. Keep the evidence dated, labelled, and easy to follow.
